Steps to reproduce:

Try fast scrolling with autoscroll, Home/End, a quick touch swipe

High CPU usage, almost twice as high as with chromium 87

This performance drop affects my Android midranger with a SD730 worse than my desktop.

Actual results:

Frame drops, high CPU usage

Expected results:

Smooth scrolling, no CPU spikes

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
