On Firefox 84/85/86 the caret is not displayed when you are in between or next to an emoji in a tweet.
It works fine on Chrome.
See the attached video where Firefox 84 is on the left and Chromium 87 on the right.

I'd guess this is probably related to the markup+styling they're doing to render emoji characters using site-supplied images instead of relying on the system's emoji font. I believe they do stuff to hide the actual text character and display a background-image instead.
A reduced/standalone testcase (something less than the full twitter page!) would be helpful for investigation.
