Steps to reproduce:

I want to reorganized message filters so the applied order is correct.

Actual results:

In the Message Filter panel items can be moved up or down by Alt-u and Alt-d but only one key stroke at a time.

Expected results:

Need to have Message Filters panel allow the repeat key function to be used to repetitively move an item up or down.
