Confirm bug with Firefox Developer Edition (Mozilla Official Build). None of flags or enviroment variables helps to enable VA-API again.

Under X11 VAAPI works with EGL only. You need to set MOZ_X11_EGL=1 env variable.

I have managed to get VAAPI work by disabling RDD process and sandbox with security.sandbox.content.level = 0 and media.rdd-process.enabled = false settings.
Starting from firefox version 86 vaapi no longer works for me via RDD.
