My ASAN nightly (which I use to run a specific profile) has been (for several days) reloading all loaded tabs on restarts for updates (and shutdown and then start with no update).

No tabs were in the process of loading. No obvious crash was seen

It's possible it was a shutdown-timeout (especially as it's ASAN), but some of the restarts I hadn't been running very long.

Reloading all loaded tabs adversely affects startup time, can cause tabs to timeout or hang while loading (facebook), and can really hurt performance.

Note: this did not happen in a new profile in a quick test.

A quick check here - is browser.sessionstore.restore_on_demand set to true on the problematic profile?

I expect some of the browser.sessionstore.restore* prefs to not have the default values, in which case qf wouldn't be quite valid, but if that is not the case, please add qf back.
