168979 - Keyboard shortcut for "search messages" doesn't work on Windows or OS X version of 1.2a

The shift+ctrl+f keyboard shortcut appears to do nothing, regardless of which
area of the Mail/News window has focus.  I have seen this on both the Windows
1.2a and on the OS X 1.2a.

I have an equivalent problem although in Mozilla 1.0.2 ( 
Mozilla/5.0 (Windows; U; Win98; en-US; rv:1.0.2) Gecko/20021216
 ) on Windows 98SE.

This bug may be loosely related to bug #173349.

The following UI elements appear to have no effect:
   right-click on mail folder, select Search Messages...
   menu: Tools|Search Messages...
   <ctrl>-<shift>-f

There was previously an install of 1.2.1 on this machine, but I would not expect
any sort of "cross contamination".
