Steps to reproduce:
Right-click in message ... no filter item.
"More" drop down ... no filter item.
Actual results:
Nothing.
Expected results:
Message Context menu should have a 'Create filter' option. This only appears to be available in the main (top-level) toolbar menu. This should be consistent with both Context and More menus. 'More' appears to be redundant, in fact.
