Automatically clear current release tracking flags and unset priority if the bug severity is changed from S1.
- automatically update the fields client-side
- make the tracking flags read-only when severity is S1
- set a tooltip explaining that the field value is locked due to the severity
- server-side force the issue, no warning/error
- current
tracking-*flag only
Question: if we're tracking+ the bug and the severity changes from S1 to S2, then we should clear the tracking flag completely?

Thank you very much, Glob for working on this.
I think we should clear the tracking flag if it was tracking? but not if it was deemed important for the release with a tracking+.
