Expected results:

Pointer should point at current time in week view

You mean the marking that "this is today", the blue border?

No, the "day" is vertical broken in 1 hr blocks. As the "day" progresses, the time pointer (red on my version) does not follow the time. So, if you open calendar at 8 am, the pointer will stay there. At 2 pm, the pointer still shows 8 am.

Progresses every 15 minutes for me.

It is currently 12:03 PM here and the red bar is on the 12:00 PM border.

OK, is this for version 86 beta 1? It is 12:30 PM here and the pointer is showing 10 AM. Is there a way to refresh the display? F5 does not work.

Yes, this is for version 86.0b1 and at 12:37 PM when I went to check it was still at 12:00 PM in the Day view.

A restart progressed the bar to the 12:30 PM position.

I restarted in safe mode and the bar progressed to 12:45 PM at the appropriate time.

Restarted again, monitored the status and at 1:00 PM the red line moved to the 1:00 PM top border of the time block.

The Week view still shows 12:30 PM.

Also see this in the Daily 87.0a1 version.
