If a user is not logged in, we run machinery queries unnecessarily, since we display the MACHINERY tab by default.

For example, open this page in a private window
https://pontoon.mozilla.org/it/android-l10n/all-resources/?string=198721

In particular, we shouldn't be running machine translation API calls.

I think it's OK to still run "free" API calls.
