some hgmo GCP resources are not imported into the Terraform config/state correctly

This is causing them to be marked for creation when running terraform plan and after importing, there are some errors causing them to be marked for removal or update.

This change was made in production some time ago but never reflected
in the Terraform configs.

The actual key isn't associated with this resource, and can't be imported.
