Summary: Splitter changed appearance (grew outlines/focus rings) with checkin
for bug 95468.

Steps to Reproduce:

1. Launch Mail, look at the vertical splitter (next to the folder pane).

Actual Results:

It looks weird, like it has 2 focus rings, and is thicker.

Expected Results:

Looks like a rotated version of the horizontal splitter.

we should double check the splitter in AB, and the vertical 3 pane layout, too.
