169069 - QuickLaunch crashes if Mozilla closed short before system shutdown

Wenn closing Mozilla on a slow computer, it takes quite a while until Mozilla
restarts and the QuickLaunch reappears. If during this time the system is shut
down, Mozilla is unable to deal with the situation and will crash and prevent
system to shutdown properly. Sometimes a message shows up saying that "the
program cannot be initiated during system shutdown", meaning the attempted
restart of Mozilla.

Reproducible: Always

Steps to Reproduce:
1. Enable QL on a slow computer;
2. Close Mozilla;
3. Shut down Windows before Mozilla restarts.

Actual Results:  
Mozilla crashes, prevent system to shut down.

Expected Results:  
Mozilla immediately cancels it's restart upon receiving the message of system
shutdown and closes properly.

Whenever the system reboots after such a Mozilla crash, a talkback package is
collected. I once filed such a package (I don't know it's number, but it was
filed under the same email address of mine), and I gave a wrong description of
the problem at that time.

It's possible that bug #160783 and this bug are dupes, but I can't say because
the description of #160783 is somehow vague.

In case you are wondering, I filed this bug on a different computer than the
slow one where the bug occurs.

cannot reproduce- please try with a recent build
marking worksforme- reopen if still occurring
