The WebDriver BiDi implementation needs to rely on the same window handles for content and chrome scope as what Marionette uses. We should even update the related code for our CDP implementation, so that all implementations rely on the same data.

No more work needs to be done here. All of our protocols make use of the same unique window handles now.
