169174 - No pop up biff warning or wav sound

There is no visual pop up or easy end user customisable way of playing a wav
sound to alert you of new mail when the mail program is not the window in view.

Thre is the visual alert option of the flag but no panel applet/icon and no biff
pop up either :(

The biff pop-up for windows is a nice touch so any change the same can be
implimented for linux/BSD builds?

This is a DUPlicate of bug 64462.  This bug will be implemented cross-platform,
see http://bugzilla.mozilla.org/show_bug.cgi?id=64462#c97.  Also note that there
already exists bug 158711 to hide the UI for platforms that don't support the
Mail Alert Notification (Linux and Macintosh).  Last, but not least, we have two
bugs for Linux:

Bug 18732 for Gnome and Bug 18731 for KDE.
