Per :bobowen the sandbox currently does not allow accessing reparse points. Since the current rule does not cover every local resources that a local build may access, it would be better to prevent symlinking for all files in dist/bin/.
Currently this issue affects View Source because dist\bin\contentaccessible\viewsource.css is a symlink and is not filtered out by the current rule.
