(Hopefully this is the right component, apologies if it isn't.)
When scrolling by clicking with the middle mouse button, keyboard shortcuts (ctrl+a, ctrl+l, etc.) do not work. It looks like most other programs deal with this by ending scrolling when pressing any key (including ctrl).
Other progams will also consume the first keystroke (ex. if you are scrolling and press F5, it will stop scrolling; pressing it again will refresh the page); however, most shortcuts work as scrolling is already stopped by pressing ctrl.
Occurs on the latest nightly, with/without fission.

I run mozregression from Nightly 87.0a1 (2021-02-22) (64-bit) until latest and issue is reproducible, so I wasn't able to obtain a regression range.
Let me know if you need me to keep trying.
