The ChromeWindowTargetActor allows to debug a specific chrome window, but the only way to create one in DevTools today is to open a custom about:devtools-toolbox url such as:
about:devtools-toolbox?id=1&type=window
about:debugging is not listing windows (and this is not planned to change).
Therefore we could remove the actor to simplify a bit our targets.

Had a quick patch for that, since this target doesn't have a descriptor, let's proceed.

The ChromeWindowTargetActor was not exposed to end users and doesn't support descriptors which will make it a blocker for fission refactors.
So we remove it for now.
