When I attempt to do a query spanning multiple Products by control-clicking
multiple lines in the product list on the query page, it appears that all the
products are AND'd causing Zarro Boogs since a bug can only have a single product.

Reproducible: Always

Steps to Reproduce:
1. In 2.17, bring up the query page and control click in the Product list so
that more than one product is selected.
2. Click Search.

Actual Results:  
Zarro Boogs

Expected Results:  
Bugzilla should OR the products so that I can look for a bug list that spans
multiple products.
