Reproducible : always

Steps To Reproduce:

1. Create a folder(A) in Bookmarks toolbar
2. Create a folder(B) in the folder(A)
3. Create a bookmark(C) in folder(A)
   ---So, The bookmarks tree will look like this

Bookmarks Toolbar
   +---Folder(A)
         +--- Folder(B)
         +----Bookmark(C)

4. Move the Bookmarks toolbar to the right side of the Addres bar by customize toolbar
5. Switch to fullscreen mode(F11)
6. Move mouse pointer to the top edge of screen, so that Toolbar will appear
7. Click the folder(A) in Bookmarks toolbar, so that the folder will open
8. Click the folder(B), so that the folder will open
9. Move mouse pointer to the bookmark(C)

Actual Results:
Bookmark item hover highlight will disappear.
When you move the mouse pointer slightly, the highlight appears temporarily, but disappears again.

Expected Results:
Bookmark item hover highlight should not disappear

Reproducible on Ubuntu 18.04.

Used mozregression and found this was regressed by bug 1632789.

Probably fixed by the patch in bug 1681692. I'll check.
