Set apz.force_disable_desktop_zooming_scrollbars=true in about:config
Restart
Load https://bugzilla.mozilla.org/show_bug.cgi?id=1601962
Press and hold down arrow key.

Sometimes, pretty rarely, the top half of the page checkerboards consistently.

In my repeated testing of bug 1684520 I only saw it twice. One of the times I know I had apz.force_disable_desktop_zooming_scrollbars=true, the other time I don't remember.
