As Botond raised a question in a review comment, some of the functions need to consider dynamic toolbar movement, but I think some of them need to be as it is.

So for example, this CanScroll call in OverscrollHandoffChain::FindFirstScrollable should not be affected by the dynamic toolbar because the dynamic toolbar movement should not be affected by overscroll-behavior, so for example, even if the root html has overscroll-behavior: none, if the root content height is, say 100vh, the dynamic toolbar should move because there are some contents covered by the toolbar.
