1693378 - webgl manifest adjustments for osx 10.15 and 11.0

for apple_silicon we will run webgl tests, they need to be green. We will soon be upgrading 10.14 machines to 10.15 as per new hardware, these need to be green as well.

on 10.15, there is a crash on debug after the tests are done and the browser is shutting down:

I am not sure, but that can be done another day. as for bigsur and apple_silicon, this seems to work well:
