Open Location will just focus/select urlbar contents if visible, otherwise open
dialog.

Open Location now lives on the File menu. Selecting the menuitem or using the
Ctrl+L shortcut focuses the URL bar if it is visible and gives an open location
dialog if the URL bar is not visible.
