DOM Inspector can't inspect the first open Phoenix window because it doesn't
show up in the Open Windows menu, which is built by the window-mediator rdf
datasource. Subsequent Phoenix windows do show up in the menu.

Attachment: fix

Need to initialize the window mediator datasource when the inspector is
installed. This patch does so afte the window is shown. 

This is not a problem in Seamonkey because seamonkey has a window menu which
causes the datasource to be loaded.
