I have found this behaviour on all sites that I've tried but here's one that shows the problem with vertical and horizontal scrollbar www.cofe-st-thomas-dudley.org.uk. It's a fluid design so I test it by making the browser window very narrow. In IE6 and Op6 it behaves as expected but in moz you can see the edge of the window start to cover the scroll bar until it disappears altogether. At very low widths where a horizontal bar would be expected because the navigation area will no-longer fit the screen then no horizontal scroll bar appears. On sites (like www.bbc.co.uk) with more fixed widths the horizontal bar does appear.
Confirmed on Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.2a) Gecko/20020910 May be a duplicate to 48798 or any other in comment 7 on that page. There is a lot of bugs about missing scrollbars out there. :-)

Still a problem if I change theme. I've tried classic and Lopburi Flat and both fail as previously described. Modern is fine. This is on 1.2.1
