Bookmarks panel remains navigable with VO after closed

STR:

  1. Enable VO
  2. Navigate to google.com
  3. Navigate to the star in the awesome bar, press it with VO+space
  4. Close the panel by pressing VO+space on the Done button
  5. Focus the web area, press VO+next

Expected:
VO stays on the web area, it is the last child of the app root

Actual:
VO navigates to an image, editable text which remain from the bookmarks popup. The editable text reads "Service Dashboard"
