Is it expected that all the files in the patch are empty? Just creating placeholders?

EDIT: never mind. No clue why Phabricator or even moz-phab would show those files empty.

For some reason this caused the below regression. I'm not sure if it's related with Bug 1695399 (which is about windows) while this regression is about osx. I'm waiting for the backfill of the improvement to see the confirmation.
