At the moment, if you use -moz-default-appearance: --moz-mac-vibrant-titlebar-dark
and then set a CSS transform on that element, the vibrancy disappears. That's because we didn't have a need to make this case work in the past.
However, bug 738335 is planning to use a translation transform to push down the browser toolbars. This also affects the tabs toolbar. So now we need to make that case work, so that the tabs toolbar doesn't lose its vibrancy while it's pushed down.

No, this is currently unused functionality that is not user-facing. It's just put in place in case front-end CSS wants to make use of it at some point in the future. And it currently looks like bug 738335 won't need it after all.
