I don't have a problem with enforcing a prefix on these tests - but the error message is quite misleading for folks that aren't familiar with this. It looks like:

0:01.99 WARNING Warning: foo.js from manifest /path/to/test/browser/browser.ini is not a valid test

We should just be direct that the issue is with the filename and not the test itself.
