I don't know how long this has been a problem, or if it ever worked. It's not an E10s-related regression, it happens in 78 too and with E10s disabled, although it is made more complicated by link handlers.
Links to HTTP URLs do work. Data URLs do not. They do work in Firefox, so something weird is going on. I still see this even if I turn off our link handling and our content policy.
