Now that we have Mac machines in the "build" pool, we can run rusttests with access to the sccache cache.

I'm going to implement this such that rusttests happen as frequently on Mac as they are on Windows/Linux. However, if this causes too much strain on the few Mac builders we have, we should decrease scheduling frequency accordingly.

Use b-osx-2015.
