When publishing web pages, Mozilla should should be able to only upload files not found on the Web (e.g. those which currently have file URIs), files not found on the site you are publishing to, etc.
There could be an option to select:
(X) Upload all files
(X) Upload files not found in:
[____________________________][V]

| Any WWW site |
