1697600 - Evaluate using SVGs for the brand icons

In Bug 1697219 I asked UX for svg to use in the identity-box. After I tried those, I noticed a blocking problem, the identity-box icon looked different from the tabs icons. The worst case was the unofficial icon that in SVG was far too detailed and didn't look great.
I had to revert to the old 16/32 pngs, but it would be nice at a certain point to use an svg optimized around the 16-96px cases. That would likely require to also replace the icon in other visible parts of the chrome though, especially tabs, to show a consistent UI.
