The last thing I tried to download was a PDF served from an insecure, HTTP site. Firefox blocked this download and showed the "potential security risk" error (even if it took me a while to figure out what was happening).
Now, every time I restart (Nightly 88 as of this writing), Firefox always shows the download dialog. I suspect it is because of the failed download, but haven't tried to download something else in case my current state is helpful for debugging.
