1698548 - Link to Talos test documentation

With bug 1697594 the Talos test documentation will be migrated to the Firefox Source Tree Documentation and will have anchors based on the test suite names. This means we will be able to reliably link to the documentation by knowing the framework (talos) and the suite name (such as tabpaint, tabswitch, etc). The destination will be in the format https://firefox-source-docs.mozilla.org/testing/perfdocs/talos.html#{suite} where suite is the test suite with any occurrences of _ replaced with -. Other punctuation may need to be replaced, but I think this at least covers the current suite names.

We should provide a link to the test documentation wherever we show the test suite name. Below is an initial list, in rough priority order, but there may be other places. If needed we can split this into multiple bugs.
