Put "recently closed tabs" subview in the tab context menu

Expected results:
If you click the history toolbar widget, there's a menu at the top labeled Recently Closed Tabs. If that subview could be implemented as a menu in the tab context menu, it would be very useful in my opinion. The tab context menu is probably one of the first places a new user would look for a list of recently closed tabs.
It was apparently useful enough that alice0775 made a user script to do it, but it doesn't work anymore, I think because it relies on string bundles whose source files have been removed. I'm gonna look into updating that for my own personal use but I thought it'd be a nice feature to just ship with firefox since it's not really a power user feature.

The Bugbug bot thinks this bug should belong to the 'Firefox::Menus' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
