Steps to reproduce:

Attempted to restart 87.0b3 in safe mode using Help > Restart with Add-ons Disabled.

Actual results:

The dialog opened asking if I was sure.
Clicked the Restart button.
The dialog closed and Thunderbird remained open.

Expected results:

Thunderbird should have closed and another dialog with more options should appear.

Error Console shows:
Uncaught TypeError: BrowserUtils.restartApplication is not a function

Also tested 87.0b1 and 87.0b2 with the same results.
No problem with 86.0b3.
