I think the editor should encourage people to change the page title (or at least think about it) by prompting them to change the title when they select Save As...

Umm, shouldn't we decide UI policies via meetings and newsgroup discussions before filing bugs? I happen to agree with you on this, but I'm not sure if it was officially "decided"!

Considering that the TITLE element is required for every document, even if the user leaves content is empty, we must provide a mechaism for user to enter the data. We should always make the effort to insert the TITLE element in every file. If the element is required by the HTML DTD, then there really isn't much room for discussion. Implementation discussions sure, but whether it should be there or not, is really not up for debate. We must be compliant.
