169915 - After Edit a filter "Ok", "Cancel" buttons disappear

*** observed with 2002-09-19-08 build ***
Steps to reproduce:
- open Filter Rules dlgbox;
- select a filter and click "Edit" button;
- edit filter and go back to the Filter Rules dlgbox, however the UI of this
dlgbox changes and some buttons are misaligned and some are missing, to close
you have to click on the x,next time you'll open Filter dlgbox you'll have the
same UI ( i don't see any way to get rid of it), screenshot to follow

There will be no Cancel/OK buttons in the filter list or log dialog anymore...
although there should be no blank looking button.  See bug 168935.

the blank looking button in the bottom right is the progress meter.  I'll be 
cleaning that up eventually.
