Tested on:
Nightly 88.0a1

Affected Platform:
Windows 7 - easily reproducible on a resolution like 1366x768

Steps to reproduce:

1. Have the Firefox window maximized
2. Go to about:preferences#privacy page
3. Resize the firefox window by clicking on the tabs bar or resize it manually, but only few pixels.
4. Click on the "Manage Exceptions"..." button from Cookies and Site Data and observe the modal

Expected Results:
The modal should not have a scrollbar displayed given it has plenty of space even on the low resolution.

Actual Results:
A scrollbar is displayed within the Manage Exceptions modal for Cookies and Site Data.

Notes:
