STR:
- Determine the correct hotkey to use an accesskey on your platform using the docs. On my platform, Windows 10, the hotkey is
Alt + Shift + <accesskey>. - Open about:preferences
- Activate accesskey
w. - Activate accesskey
s.
Expected results:
The control using access key s ("Restore previous session") should be activated
Actual results:
The control using access key w remains activated instead.

It depends on how accesskey be handled on XUL Element, the "Restore previous session" doesn't be activated because there is another label that uses the same accesskey.

(In reply to Edgar Chen [:edgar] from comment #1)
It depends on how accesskey be handled on XUL Element, the "Restore previous session" doesn't be activated because there is another label that uses the same accesskey.
But for other duplicate accesskeys, we cycle through them. Is there a reason why that shouldn't happen in this case?

Okay, there are two things,
- "Restore previous session" doesn't be activated because there is another label using the same accesskey.
- If we can not activate the access key, we usually move the focus to the element, but the label is not focusable, so the focus doesn't cycle through it.

The STR in comment #0 should be fixed by bug 1699284, Kirk, could you try the latest Nightly?
