Sync web-platform-tests PR 28130 into mozilla-central (this bug is closed when the sync is complete).

The timer used in this test could fire before DOMContentLoaded (and
'load') was dispatched and thus end up with the js-test default logging
as well as the PASS/FAIL. This would also have meant that the test may
not have been testing actually rewinding the timeline (resetting
animations) since animations won't be applied until after 'load' has
been dispatched. Add an additional assertion to make sure the animation
was applied at t=100.While here, convert the test to use testharness.js and move it to WPT.
