The sliding animation seems to be only present on OS 11. I can‘t see it on 10.15
STR:
- open Firefox with the pref
full-screen-api.macOS.shiftToolbar
set totrue
- enter full screen
- move the cursor up to the top of the screen
ER: the Firefox toolbars should slide down with a transition, similar to the Mac menu bar
AR: the Firefox toolbars move down in a jump without any animation/transition. It also jumps back up on reset, flashing white in between states.

This can be seen on our macOS 10.12, 10.13, 10.14, and 10.15 as well. So only macOS 11 has a smooth transition but has the white line as well.

This was fixed in bug 1700178.

Testing was performed in bug 1700178 and the bug is no longer reproducible. See here.
