1699963 - Disable saving to Pocket in Private Browsing

Steps to reproduce:

While in Private Browsing mode, I right-clicked on a PDF link to save it locally. However, I misclicked and accidentally chose "Save Link to Pocket" instead, which is adjacent to the non-Pocket save action.

Actual results:

The link got stored in my Pocket history, which I certainly didn't want to happen given that I was using Private Browsing and didn't even want the link to appear in my local browsing history. (I was also saving the link to an external storage location.)

And unlike saving a bookmark, there is no option to cancel saving an item to Pocket once the "save" button is clicked, so the link was saved immediately.

Expected results:

It would be helpful if some UI for Pocket, namely the "Save Link/Page to Pocket" context menu actions for browser content, didn't appear in Private Browsing mode.

At the very least, a chance to cancel saving an item to Pocket should be provided while in Private Browsing mode.

As Pocket action buttons are often placed adjacent to similar, non-cloud actions, it is easy to accidentally mis-click the Pocket button instead. This means it is easy to accidentally save a piece of your browsing behaviour to Pocket while using Private Browsing.
