Steps to reproduce:
- open new private window
- press Ctrl+t 3 times creating 3 new tabs
- focus the leftmost tab (by Mouseclick or by Ctrl+Tab 2 times)
- focus the rightmost tab (by Mouseclick or by Ctrl+Tab 1 time)
- close the rightmost tab
- open a new tab
- press Ctrl+Tab 1 time
Actual results:
The tab in the middle receives focus.
Expected results:
The first tab should receive focus (as it was previously focused).

I can confirm this issue, I reproduced it on macOS Big Sur 11.1 and on Ubuntu 20.04 x64 using the latest Nightly 89.0a1, Firefox 88 beta 1, Firefox 87, Firefox 86.0.1, and Firefox 78.9.0esr.
