Typing moz-phab submit -h, there's an option
--check-in-needed Add a `check-in-needed tag to the top most revision
Per Sunsetting “Check-in Needed” announced on dev-platform, it's time to retire the check-in-needed option.

The check-in-needed workflow was sunsetted some time ago, but
moz-phab still has a check-in-needed argument that sets the
associated Phabricator project on the revision. Remove the argument
and associated code.
We also update the project checking test to look for the
release-managers project since that is more relevant.
