See the attached screenshot. We might want to consider closing the permission panel when the Identity panel is opened, and then re-opening the permission panel when Identity closes.

Note, this isn't a recent regression. We've shipped this issue since at least Jan 1, 2021.

I tested this fix using Firefox 89.0b4 on Windows 10 x64, Ubuntu 18.04 x64 and macOS 10.15 but I noticed something else. The permission doorhanger is still displayed when you open the Enhancement Tracking Protection doorhanger. Is this expected behaviour?
