Bookmarks Menu closes despite "browser.bookmarks.openInTabClosesMenu" being set to FALSE

Steps to reproduce:
in about:config set "browser.bookmarks.openInTabClosesMenu" to FALSE.
Press alt+B to open bookmarks menu.
use Arrows to navigate to a bookmark.
press ctrl+enter to open the bookmark in a new tab.
Actual results:
bookmarks menu closes.
Expected results:
bookmarks menu should have stayed open.

The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Reproduced on the latest versions of Firefox Nightly 89.0a1 (2021-03-24), beta 88.0b2 and release 87.0 and can reproduce this in Firefox 70.0 so it's not a recent regression. However I'm not sure if this is normal behaviour or not.
Setting flags and a Severity of S4 for visibility and in order to get the dev team involved and get a more in-depth insight of this issue.

According to Bug 260611, I think it only works with mouse event(middle-click or ctrl+left-click) and does not support keyboard.
