This is a follow up to bug 1700353. This will allow power users to configure the default behavior when responding with an uninvited user. When accepting an invitation with an uninvited identity we can:

  1. Prompt the user about the situation and ask permission to continue.
  2. Continue without asking permission.
  3. Do not continue without asking.
